Job seekers' grant can be part of overall strategy

The Times columnist Brendan Boyle writes that the ANC’s proposal last week of a job seeker’s grant should not be dismissed too quickly, especially as we don’t yet know what this new category of social security might entail. It is not intended by the ANC that the grant would replace the stalled youth wage subsidy, but a well-designed and rigorously policed job-seekers' grant could be an additional tool to grow employment if it is applied within a multi-pronged strategy.
